At Harris Neck, Georgia, in the remote northern reaches of McIntosh County, the United States government, in the fall of 1942, confiscated the lands along the South Newport and Barbour Island Rivers. Born in 1922, William A. Carney served in the United States Air Force as a gunner in World War II. After the war he attended the Missouri School of Journalism and obtained his masters in French from the University of California, Berkeley. Carney later taught French in the University of California system, and in the 1970's he restored Victorian and Edwardian homes in San Francisco.
